No, I don't think there will be gas rationing in the foreseeable future. That type of thing comes about only in extreme cases like wars. In the 70's gas was rationed because our Government tried to set the price of crude oil as a buyer not as a seller.

Rationing is required when there is a fuel shortage. According to the latest government and industry reports, our fuel inventories are full.
