No - There is no need for rationing because there is no shortage of supply. It would only be necessary if some event took a chunk out of the supply chain, the available fuel would be rationed out until supplies reopened fully.

Has anyone had to wait in line for fuel? No lines means no shortage! No need to ration. we are just getting screwed by speculation. The bubble on oil will burst just like Real Estate it is just a matter of when.

No, they will keep playing games. Rising the prices after a holiday, bringing it down weeks before a holiday and rising them up again after the holiday is over.
